Off-Plan | Empire Developments
Empire Jebel Ali — a residential project in Downtown Jebel Ali, one minute's walk from the metro, with an extended post-handover payment plan.
Empire Jebel Ali is a 14-storey residential development by Empire Developments, under construction within the expanding Jebel Ali Free Zone corridor in Dubai's south-west. The project targets two distinct buyer profiles: yield-focused investors drawn to a submarket where rental demand is driven by thousands of JAFZA-based employees, and end users who work in the free zone or port logistics sector and value the practical proximity that no financial model can fully quantify. With studios, one-, two- and three-bedroom apartments available off-plan, the entry price sits firmly in the accessible segment of the Dubai property market — a rarity as the city's off-plan average continues to climb.
Downtown Jebel Ali sits at the intersection of one of the world's busiest container ports, the UAE's largest free economic zone, and Route 2020 — Dubai's most recent metro expansion. Residential supply here has historically lagged behind commercial demand, and Empire Jebel Ali is part of a gradual correction of that imbalance. For investors in Dubai real estate looking for rental-ready assets below the AED 2M threshold, this corridor offers a logic of its own.
Amenities at Empire Jebel Ali:
— swimming pool with communal leisure areas;
— spa and sauna;
— fully equipped gym;
— padel tennis court;
— running track;
— outdoor spaces for residents;
— smart home systems installed in every apartment;
— fitted kitchens included as standard.
Architecture and Design:
The building follows the clean-lined modernist approach that defines the new wave of mid-market residential projects in Dubai — floor-to-ceiling glazing, a structured contemporary façade, and layouts engineered for natural light penetration. The design avoids ornamentation in favour of proportion and spatial efficiency. Interiors carry a contemporary finish with considered detailing throughout.
About the Developer:
Empire Developments focuses on residential projects in emerging and transitional districts of Dubai. The company's signature approach is delivering apartments that are genuinely ready for occupancy or leasing from day one, minimising additional investment required from buyers after handover. Empire Jebel Ali reflects that philosophy applied to one of the emirate's most economically grounded neighbourhoods.
Payment Plan
The project offers a 56/44 scheme with post-handover instalments:
— 20% — down payment on booking;
— 36% — during construction at 1% per month;
— 44% — post-handover at 1% per month.
Handover is scheduled for Q3 2029.

Frequently Asked Questions:
When is the project scheduled for completion?
— Handover is planned for Q3 2029.
How does the payment plan work?
— The 56/44 scheme requires 20% on booking, followed by 36% in monthly 1% instalments during construction, and a post-handover balance of 44% also payable at 1% per month. Extended post-handover terms of this scale are uncommon in the current Dubai market.
Who is this project best suited for?
— Primarily investors seeking rental yield from a high-employment catchment area, and owner-occupiers working in JAFZA or the wider port and logistics sector.
What comes with each apartment?
— Every apartment is equipped with a smart home system and a fitted kitchen. Kitchen appliances and cabinetry are included in the developer's delivery specification.
How well connected is the development to the rest of Dubai?
— The nearest metro station is a one-minute walk away. Sheikh Zayed Road provides fast, direct access north towards Dubai Marina and the city centre, and south-west towards Abu Dhabi.
Is this a viable buy-to-let investment?
— The Jebel Ali corridor has a structurally supported rental market anchored by the JAFZA workforce. The combination of a lower acquisition price, metro accessibility and move-in-ready apartments positions the project well for investors building a rental portfolio.
